California is bracing for the arrival of a second atmospheric river that is anticipated to carry life-threatening flooding to components of the state.
This second atmospheric river, which is forecast to be principally concentrated in Central and Southern California, is anticipated to be stronger than the primary, which precipitated localized flooding up and down the West Coast earlier this week.
