Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The International Organization for Migration (IOM), the UN Migration Agency is a dynamic and growing inter-governmental organization, with 174 member states. IOM is committed to the principle that “humane and orderly migration benefits migrants and society”. Established in 1951 and now active in over 480 field locations worldwide, IOM works with partners, the government and civil society to promote international cooperation to address operational challenges of migration and mobility, assist in the search for practical solutions to migration problems, and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. IOM addresses the migratory phenomenon from an integral and holistic perspective, including links to development, to maximize its benefits and minimize its negative effects, including promoting the health and well-being of migrants.

IOM Mozambique Country Office (CO) has also been supporting the design and implemetation of targeted migrant sensitive health interventions, including in the area of HIV, TB, sexual and reprodutive health and rights, occupational health and preparedness and management of public health threats in areas of high-flux population mobilty including borders. This includes prevention and care services, and cross-border continuity of care for mobile and migrant populations, including migrant workers and migrant-sending communities in Mozambique, and support in the development of migration sensitive national policies and programmes in close coordination with various government authorities. IOM has also been supporting the health sector response to crisis affected populations, through direct provision of essential services, assisted referrals, diseases prevention and surveillance, implemented in an integrated multi-sectoral approach. IOM also supports strengthening health system to build resilience to shocks, including building local capacity for contextualized emergency preparedness and response planning. IOM Mozambique CO also provides pre-migration health assessments for immigration and resettlement purposes.

Under the overall supervision of the Chief of Mission and under direct supervision of Deputy Chief of Mission and in close coordination with relevant units at Headquarters (HQ), Regional Thematic Specialists (RTSs) and Health Assessments Coordinator for Africa, the successful candidate will be responsible and accountable for coordinating, implementing, monitoring, and reporting on Migration Health ( MH) projects.

Core Functions / Responsibilities:

  1. Provide technical and administrative leadership, and internal and external coordination, of all Migration Health project activities, while ensuring consistency with IOM’s policies, thematic guidance notes and any relevant national policies and/or regional strategies.
  2. As a technical Focal Point for MH projects, liaise with government, United Nations, civil society and other key partners to strengthen social protection mechanisms, inclusive of health, for vulnerable populations, including the provision of technical assistance to the government of Mozambique on advancing the health of migrants.
  3. Coordinate and manage the development and implementation of comprehensive migration health strategies and programmes for Mozambique CO in line with relevant guiding documents, such as the IOM Mozambique Country Strategy, the Humanitarian-Development-Peace Nexus (HDPN) Roadmap for Northern Mozambique, as well as relevant documents from the regional and global level.
  4. Monitor the provision of health service delivery and community engagement to migrants and migrant communities of origin in Mozambique and South Africa (mine workers, ex-mineworkers, dependents, widows, elders, children, etc.).
  5. Participate in relevant coordination spaces including the Health Cluster of the HumanitarianCountry Team and other relevant United Nations coordination groups and contribute to the strong positioning of IOM.
  6. Monitor national and regional trends in migration and health, explore potential entry points for expanded collaboration, and in coordination with the relevant units in the Country and Regional Offices, participate in the development of project proposals relevant to the thematic area of responsibility.
  7. Supervise migration health staff and consultants and design and run professional development training for staff and partner agencies when needed.
  8. Provide timely reporting on activities in line with project documentation and donor requirements.
  9. In coordination with relevant counterparts in the Offices and in the Region, monitor budget and expenditures, and ensure timely implementation and efficient spend out of project budgets.
  10. Undertake duty travel, including liaison with counterparts in the Southern Africa region, as required.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Public Health (preferably focused on international health and development), Social Sciences (preferably from the Anthropologic or Sociologic fields), or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience working in international organizations and the humanitarian community, including established coordination mechanisms;
  • Experience in the field of public health, and specifically addressing social determinants of health, including operational and field experience, project development, reporting and management;
  • Experience working with governments, donor agencies, UN partners and other international organizations;
  • Experience in Mozambique and/or the Southern Africa region is an advantage; and,• Experience working in Portuguese is an advantage.

Skills

  • Thorough understanding of project management cycle;
  • Understanding of migration dynamics and their impact on vulnerabilities;
  • Strong knowledge of project development and IOM’s Project Development Handbook is highly desirable;
  • Demonstrated skills in monitoring and evaluation and data analysis;
  • Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies;
  • Demonstrated ability to deliver quality assignments under tight timeframes;
  • Ability to work independently, to follow leads and to be innovative in obtaining and triangulating information from a variety of sources; and,
  • Solid computer skills, including proficiency in MS Office package (Office, Excel, PowerPoint, Outlook), and ability to adapt to virtual working modalities.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Portuguese is an advantage.
