Written Statement: Democratic Health of Community and Town Councils (26 April 2023)

Community and city councils are democratically elected and function on the most native stage of democracy. I want to present an replace on two key strands of labor to help and develop the neighborhood and city council sector to play their position successfully.

The first key strand is about our shared curiosity in securing a wholesome democracy at each stage of presidency. My officers have accomplished their evaluation of May’s neighborhood and city council elections, and the info raises severe issues across the stage of engagement between communities and their councils. At May’s elections, solely 22% of the 7,883 seats have been contested. 62% of seats have been uncontested – that means that no election was held – and 16% of seats have been unfilled, to be stuffed via additional election or by co-option.

In my Written Statement on this matter in July 2022, I referred to 2 key points. The first was making certain that folks have a real alternative as to who represents and serves them. The second was about making certain that folks really feel being a part of this stage of democracy is a manner of effecting change, and subsequently need to put themselves ahead for election. The up to date election outcomes confirmed that these points require pressing consideration. I need to replace members of progress.

My officers have been working with One Voice Wales to place in place a Democratic Health Task and Finish group to discover the causes of decrease engagement and participation with some neighborhood and city councils, be taught from the success in others, and counsel choices for motion to persistently enhance engagement and participation.

I’m happy to announce that we’ve got agreed the phrases of reference and membership of the group. Their core goals will likely be to determine choices for actions for neighborhood and city councils, sector consultant our bodies and authorities to:

  • Improve consciousness and engagement between communities and their neighborhood councils, and
  • Increase the quantity, and variety, of candidates standing for election to neighborhood and city councils.

This group will be part of up with associated ongoing work on electoral reform and enhancing range in democracy. I would really like them to work at tempo and report inside 9 months of graduation.

I’m happy that Shereen Williams, Chief Executive of the Local Democracy and Boundary Commission for Wales has agreed to chair this necessary work. The different members will likely be:

    • Cllr Mike Theodoulou – Chair of One Voice Wales
    • Dr Leah Hibbs – Lecturer, School of Social Sciences, Cardiff University
    • Sue Leonard – Chief Officer on the Pembrokeshire Association of Voluntary Services, the county voluntary council for Pembrokeshire.
    • Sue Husband – Director, Business within the Community Cymru
    • Tilley Rees – Student, University of Wales Trinity Saint David

They will deliver a broad vary of expertise and experience, and introduce new considering, to the problem of enhancing the democratic well being of neighborhood councils.

Finally, I’ve requested One Voice Wales to help the neighborhood council sector to contemplate how they may help their communities throughout the ongoing value of dwelling disaster. Community councils can function at avenue stage, realizing essentially the most susceptible folks of their space, and are properly positioned to help them. This help would complement current nationwide and native authority help.  I’ve made as much as £150,000 per 12 months accessible, for the subsequent three years, to One Voice Wales to help councils on this work.

I’m delighted to be working intently with One Voice Wales and different sector companions in taking ahead these strands of labor.
