The clarification states this: “Comments expressing disapprobation of the measures, or administrative or other action of the Government with a view to obtain their alteration by lawful means without exciting or attempting to excite the activities referred to in this section.”

Amit Shah mentioned the Centre may also introduce a provision of capital punishment in mob lynching circumstances. Other proposed punishments embody 20 years jail to life imprisonment for gang rape,and  loss of life penalty for rape of a minor.
