J&Ok govt bars DGP from transferring DSPs on his personal | India News

The Jammu and Kashmir authorities has restrained Director General of Police Dilbagh Singh from ordering the switch of Deputy Superintendents of Police (DSPs) on his personal, stating that he henceforth must ahead the proposal to the Home Department.

A Home Department round dated October 5 addressed to the DGP states: “Henceforth no transfers at the level of DSPs be effected without obtaining the prior approval of the Government, and the proposals for transfers and postings of DSPs be forwarded to the Home Department, along with complete details.”

The round issued by Additional Secretary, Home, Dr Arvind Karwani additional states: “I am also directed to request you to kindly share the list of Deputy Superintendents of Police who have been prematurely transferred during the past three months on immediate priority.”

A senior police officer mentioned such selections may have an effect on the “smooth functioning” of the “system”. “It is the DGP as the head of the police organisation who knows better than anybody who in his force is to be placed where and who is perfectly suitable for a certain job at a particular time and particular place,” he mentioned.

The round comes at a time DGP Singh has attained the age of superannuation and is because of retire by month-end. Many inside the Jammu and Kashmir Police had been speculating that he might get an extension, and that the round could also be linked to the tussle for supremacy between IAS and IPS officers.

Principal Secretary, Home, R Ok Goyal didn’t reply to calls looking for a remark.

On April 7, the Home Department had ordered the switch of 31 DSPs, drawing criticism from some who described it as interference into the functioning of the police power and an try and weaken the authority of the J&Ok Police Chief.

Opposing the Home Department’s order on the time, former J&Ok Director General of Police Ok Rajendra had mentioned the DGP must name the photographs as it’s his personal neck is on the chopping block in relation to regulation and order and coping with terrorism.

Retired DGP S P Vaid had on social media mentioned that repeated makes an attempt by the civil administration to weaken the authority of the police headquarters has a detrimental impact on the morale of the police power.

Two months later, on June 17, DGP Singh had ordered the switch of twenty-two DSPs, whereas on August 7, he transferred six extra.
